FINANCIAL AND TECHNICAL ASSISTANCE PARTNERS

NeighborWorks America
NeighborWorks America is a national nonprofit organization created by Congress to provide financial support, technical assistance, and training for community-based revitalization efforts.  NeighborWorks America creates opportunities for people to live in affordable homes, improve their lives and strengthen their communities.

Local Initiatives Support Corporation (LISC)
LISC helps resident-led, community-based development organizations transform distressed communities and neighborhoods into healthy ones – good places to live, do business, work and raise families. By providing capital, technical expertise, training and information, LISC supports the development of local leadership and the creation of affordable housing, commercial, industrial and community facilities, businesses and jobs.

Blue Ribbon Commission / Santa Clara County
The Blue Ribbon Commission on Ending Homelessness and Solving the Affordable Housing Crisis is a top-flight leadership group formed to educate policy makers and the general public about the extent and costs of homelessness and to press for needed changes in public policy.

California Coalition for Rural Housing (CCRH) 
Through advocacy, organizing, research, and technical assistance, the goal of CCRH is to make the case for rural housing improvement and strengthen the capacity of the nonprofit and public sectors to provide affordable housing and related facilities. Members are primarily community-based nonprofit and public developers, including the largest self-help housing producers in the United States, as well as local government officials, and local activists concerned about rural quality of life.

California Community Reinvestment Corporation (CCRC)
CCRC is California's premier multifamily affordable housing lender, and responding to California's statewide affordable housing crisis is its business.  CCRC specializes in programs for families and seniors, citizens with special needs and mixed-use developments. Backed by most of the major retail banks operating in California, CCRC delivers the products, services and technical assistance that have made it the lender of choice of California's affordable housing development community.

California Department of Housing and Community Development
HCD administers programs that award loans and grants for the construction, acquisition, rehabilitation and preservation of affordable rental and ownership housing, homeless shelters and transitional housing, public facilities and infrastructure, and the development of jobs for lower income workers.

California Housing Finance Agency
For over 30 years, California Housing Finance Agency (CalHFA) has supported the needs of renters and first-time homebuyers by providing financing and programs that create safe, decent and affordable housing opportunities for individuals within specified income ranges. Established in 1975, CalHFA was chartered as the State’s affordable housing bank to make low-rate loans through the sale of tax-exempt bonds. A completely self-supporting State agency, bonds are repaid by revenues generated through mortgage loans, not taxpayer dollars.

City of Gilroy Community Development Department
The Community Development Department works in conjunction with the Gilroy Economic Development Corporation to facilitate new and expanding commercial and industrial projects in Gilroy. The Community Development Department includes the city divisions which deal primarily with the development community. These include Engineering, Planning, and the Building, Life and Environmental Safety (BLES) divisions. BLES includes Chemical Control and hazardous materials, pre-treatment, plan check and inspection, and the Housing and Community Development office.

City of Hollister Redevelopment Agency
The mission of the Redevelopment Agency is to improve public facilities and infrastructure to facilitate the private investment in removing physical and economic blight in the Project Area and provide safe, decent, and affordable housing for the community.

City of Morgan Hill Redevelopment Agency
Since 1981, the Morgan Hill Redevelopment Agency has been dedicated to improving the quality of life in Morgan Hill that residents and visitors have come to love. The Agency works to remove blight and breath new life into deteriorated areas of the city. The Agency is also responsible for many of the improvements to the city's infrastructure (street and sewer improvements), renewal of the downtown area, construction of community facilities, affordable housing, and economic development.

City of Santa Cruz Redevelopment Agency
The Redevelopment Agency of the City of Santa Cruz is a public body corporate and politic, created under the laws of the State of California. It is located in downtown Santa Cruz, on the stunning Central Coast of California.

City of Santa Cruz Housing Trust Fund
The purposed of the City of Santa Cruz Affordable Housing Trust Fund is to assist in the creation and preservation of affordable housing in the City of Santa Cruz for the benefit of low and moderate-income households.

City of Watsonville Redevelopment and Housing Department
The Redevelopment and Housing Department is responsible for creation and maintenance of decent, affordable housing for all the residents of Watsonville and for elimination of structural and economic blight in the central commercial and industrial areas.

Community Housing Trust of Monterey County 
The Community Housing Trust of Monterey County, Inc. is a 501 (c) (3) community benefit organization formed to help address the need for county-wide, affordable, workforce housing in order to create and maintain a sustainable local economy.

Corporation for Supportive Housing (CSH)
CSH helps communities create permanent housing with services to prevent and end homelessness.  CSH brings together people, skills, and resources. It advances its mission by providing high-quality advice and development expertise, by making loans and grants to supportive housing sponsors, by strengthening the supportive housing industry, and by reforming public policy to make it easier to create and operate supportive housing.

County of Santa Cruz Redevelopment Agency
The Redevelopment Agency was created to provide a new source of financing and focused oversight for community improvement and affordable housing projects.

County of Monterey Redevelopment Office 
The Redevelopment Office facilitates projects in the County's redevelopment project areas which consist of Castroville, Pajaro, Boronda, and the County's portion of Fort Ord. Redevelopment activities are directed at eliminating blighted conditions in neighborhoods, business and industrial districts. The staff works closely with community members to achieve improvements such as infrastructure enhancements, downtown revitalization, and retail and industrial development.

County of Santa Clara Office of Affordable Housing
The goal of the Office of Affordable Housing is to preserve and enhance the quality of life for the Santa Clara County Community through programs that assist in the development of affordable housing, support services, and housing conservation for lower income and special needs populations.  Programs administered by the Office of Affordable Housing include the Housing and Community Development Federal Grant Program, The Urban County Housing Rehab Program, the Mortgage Credit Certificate and Down Payment Program, the Affordable Housing Fund, and Homeless Concerns.

Enterprise Community Partners
Enterprise helps build affordable housing for low-income Americans by providing financing and expertise to community and housing developers.  Enterprise Community Partners is a national nonprofit that provides loans, grants and information resources. Its for-profit subsidiary, Enterprise Community Investment, offers tax credit financing and asset management services.

Fannie Mae
Fannie Mae is a shareholder-owned company with a public mission. It exists to expand affordable housing and bring global capital to local communities in order to serve the U.S. housing market.  Fannie Mae has a federal charter and operates in America's secondary mortgage market to ensure that mortgage bankers and other lenders have enough funds to lend to home buyers at low rates.

Federal Home Loan Bank (FHLBanks)
The affordable housing and economic development programs of the twelve FHLBanks consist of grants and low-interest loans to member financial institutions to use to provide financing for economic development and housing activities.  FHLBank grants and low-interest loans are catalysts for the construction and revitalization of housing targeted to people with low- and moderate-incomes. AHP- funded projects serve a wide range of neighborhood needs; many are designed for seniors, the disabled, homeless families, first-time homeowners and others with limited resources.  

Housing Authority of the County of Santa Clara
The Housing Authority of the County of Santa Clara (HACSC) provides rental subsidies and develops affordable housing for low income families, seniors and persons with disabilities living in Santa Clara County, California, the heart of Silicon Valley.

Housing Authority of the County of Santa Cruz
The Housing Authority of the County of Santa Cruz was created in 1969 to provide housing assistance for the county's low and moderate-income residents. The Housing Authority of the County of Santa Cruz also administers by contract the Housing Authority of the City San Juan Bautista and the Housing Authority of the City of Hollister.
Lenders for Community Development

Housing California
Housing California (HCA) is the leading voice for affordable homes for all and an end to homelessness. Since 1979, HCA has worked to increase the supply and variety of decent, safe and affordable homes for homeless and low-income families.

Housing Partnership Network
The Housing Partnership Network is a business alliance of the nation's top performing nonprofit development organizations.  Its members develop, manage and finance affordable homes that revitalize communities and provide economic opportunities for lower-income and working families. Through the Network, members share knowledge and innovation, collaborate on business development, and advocate for policy changes to increase their performance and sustainability. Cooperative social enterprises enable nonprofits to pool their resources to access the capital markets on terms that reflect their scale and superior performance.

National Low Income Housing Coalition
The National Low Income Housing Coalition is dedicated solely to ending America's affordable housing crisis. It focuses its advocacy on those with the most serious housing problems, the lowest income households.

The Non-Profit Housing Association of Northern California
NPH is a 501(c)(3), not-for-profit public benefit corporation that promotes the proven methods of the non-profit sector and focuses government policy on housing solutions for low-income people.  In addition to its advocacy work, NPH offers professional training, networking opportunities, and resources for housing policy analysts, advocates and activists.

Opportunity Fund
Opportunity Fund provides financial tools and training that enables its customers to transform their lives and their communities. Its comprehensive approach incorporates housing, savings, credit, and financial literacy, making it possible for its clients to build assets-- a home, a small business, an education--as well as hope for the future.

Rural Community Assistance Corporation (RCAC)
RCAC is a nonprofit organization dedicated to assisting rural communities achieve their goals and visions by providing training, technical assistance and access to resources.  RCAC promotes quality, respect, integrity, cooperation and commitment in its work.

U.S. Department of Agriculture
USDA provides homeownership opportunities to rural Americans, as well as programs for home renovation and repair. USDA also makes financing available to elderly, disabled, or low-income rural residents of multi-unit housing buildings to ensure they are able to make rent payments.

U.S. Department of Housing and Urban Development  
HUD's mission is to increase homeownership, support community development and increase access to affordable housing free from discrimination. To fulfill this mission, HUD will embrace high standards of ethics, management and accountability and forge new partnerships--particularly with faith-based and community organizations--that leverage resources and improve HUD's ability to be effective on the community level.
